Don't know about a duck, but there was Lance Link, Secret Chimp. Remember? With his girlfriend Mata Hairi? It was a take off on The Man From U.N.C.L.E., employing that classic comedy device: dressed up chimpanzees. I LIVED for that show. They worked for A.P.E. The bad guys were from C.H.U.M.P.

You're probably too young. Possibly worth a peek over on YouTube or Hulu cuz it was FAB (in an early seventies pitiful sort of way).

Actually, there were pretty broadly drawn villains, including an Arab and a Chinese (?) dragon lady sort. The whole thing was probably unbelievably racist in the way that only post-Civil Rights America can achieve. But, since I didn't see any real Asians or Arabs or Hispanics or homosexuals until I got to college, I laughed my ass off in ignorant bliss.
